In pursuance of clause 5.1.1 of the order of the Ministry of Education dated 08.02.2013 No. 65 “On the results of the work of the Ministry of Education of the Republic of Belarus for 2012 and the main tasks for 2013” ​​by the institution “Main Information and Analytical Center of the Ministry of Education of the Republic of Belarus” (hereinafter - GIAC Ministry of Education) created a certificate for the issuance of certificates of public keys of electronic digital signatures necessary for the collection of state statistical reporting, in accordance with the requirements of the governing documents of the Republic of Belarus in the region STI PKI.

To transfer software and hardware for electronic digital signature (EDS) to the education administrations of the regional executive committees, the education committee of the Minsk city executive committee, departments (departments) of education, sports and tourism of the district (city) executive committees , it is necessary to conclude an agreement with the SIAC of the Ministry of Education ( download link below ). The transfer of software and hardware of EDS is free of charge. When filling out Appendix 1 to the contract, the Authorized Representative of the Subscriber indicates the head of the department (department, committee) or his deputy, who has the right to sign summary reports of state statistical reporting.

To transfer software and hardware for electronic digital signature (EDS) to higher education institutions , it is necessary to conclude an agreement with the SIAC of the Ministry of Education ( download link below ). The transfer of software and hardware of EDS is free of charge. When filling out Appendix 1 to the contract, the employee of the institution of higher education responsible for maintaining the database “Documents on Education” is indicated as the Authorized Representative of the Subscriber .

The signed contract with the completed Appendix 1 in duplicate must be sent to the SIAC of the Ministry of Education: 220099, Minsk, st. Kazintsa 4, SIAC of the Ministry of Education (marked "Certification Authority").

In case of change of information about the Authorized Representative of the Subscriber , you must notify the specialist of the SIAC of the Ministry of Education and draw up an additional agreement to the agreement ( download link below ).

The transfer of software and hardware for electronic digital signature is carried out by a specialist of the SIAC of the Ministry of Education at the address: Minsk, st. Kazintsa 4. The authorized representative of the Subscriber must have a passport with him. If another person receives the EDS software and hardware, you need to issue a power of attorney for it ( download link below ).
