Republican automated system “Electronic education. SVR "(hereinafter AS" Electronic Education. SVR ") is intended to increase the efficiency of collection and processing of statistical reports in the education system, the introduction of effective mechanisms for monitoring its reliability, and expanding the spectrum of analytical information. The system is aimed at providing statistical indicators of the higher education system in accounting forms:
UVA - the form accounting vstanovsheeyshay Adukutsyi;
PVS - the form of the ðàôl³ku "Prafessarska-lay-out calculator sasta¢ ustana¢ vysheyshay adukatsy";
- “Size of the UVA” - the form “Filing for work and for graduation, graduation, higher education”.
The participants in these processes are:
- Ministry of Education of the Republic of Belarus;
- the establishment of the "Main Information and Analytical Center of the Ministry of Education of the Republic of Belarus" (hereinafter - GIAC Ministry of Education);
- institutions providing higher education, and their branches.
The composition of procedures (operations) and their relationship
The main tasks to be solved by AS “E-education. UVO "are:
- data collection of primary forms of accounting and their transfer to the information storage;
- data processing and creation of summary forms and tables (regulated summary reports);
- the provision of analytical data through ad hoc reports;
- use of retrospective data.
To solve the above problems in the AS “E-education. UVO ”implemented a mechanism for the phased collection and verification of primary data. Thus, 2 stages (levels) of data movement in the System are distinguished:
I. Higher education institutions and their branches;
II. GIAC Ministry of Education.
At the 1st level there are educational institutions and their branches.
The task of institutions of higher education and their branches is to provide, within the prescribed time frame, primary documented information to a higher organization (SIAC of the Ministry of Education).
At the 2nd level is the SIAC of the Ministry of Education.
The task of the SIAC of the Ministry of Education is to provide, in a timely manner, regulated national reports to the Ministry of Education of the Republic of Belarus and the National Statistical Committee of the Republic of Belarus.

AS structure “E-education. UVO "
The System will include the following elements:
- subsystem for creating a directory of higher education institutions;
- subsystem for collecting primary reporting data;
- site “E-education. SVO ";
- information storage of the System;
- information and analytical subsystem;
- administration subsystem.
The subsystem for creating a directory of higher education institutions will provide the following functionality:
- input and adjustment by the specialists of the SIAC of the Ministry of Education of data on institutions of higher education.
The primary documented information collection subsystem will provide the following functionality:
- input, adjustment and control of the filling of primary documented information in established forms;
- Export of received tabular data to Microsoft Office Word for printing reports.
Website “E-Education. SVO ”should provide the following functionality:
- information support for users of AS “E-education. UVO ”at all levels (placement of regulations, manuals, software for downloading);
- Authorized user access to the subsystems of AS “E-education. UVO ”(by login and password or by key of electronic digital signature).
The information storage will be designed to store and provide access to the layouts of regulated summary reports, classifiers and reference books of AS “Electronic Education. UVO ”and the primary data of each institution of higher education and their branches. The information warehouse will provide access to OLAP for the formation of unregulated reporting on accounting forms through Microsoft Office Excel 2003 and above. The information storage will provide for the ability to store data for reporting and past periods of time.
The information and analytical subsystem will provide the following functionality:
- the formation of regulated summary reports for higher education institutions and their branches in various sections:
1) according to the agreed program (Appendix 1);
2) according to primary data (Appendix 2).
- Export of the above reports to Microsoft Office Word and Excel;
- access to visualization tools and continuous monitoring of the process of collecting documented information.
The administration subsystem will provide the following functionality:
- management of user accounts of the system;
- identification and authentication of users;
- planning the process of collecting documented information (determination of the contractor, types of reporting, as well as the period of its submission);
- file management for download;
- logging of all changes and system warnings;
- removal of incorrect reports;
- View and print error logs.

System modes
AS “E-education. UVO ”is designed to operate in 24x7 mode, with the exception of cases of technical work and cases caused by force majeure circumstances (natural disasters, technological disasters or accidents).
The number, functions and qualifications of staff
To work with AS “E-education. UVO ”will be allowed employees with personal computer skills, familiar with the rules of operation and trained to work with AS“ Electronic education. UVO "
Users of AS “E-education. UVO "are:
- Specialists of the SIAC of the Ministry of Education;
- Specialists of higher education institutions and their branches.
Users of AS “E-education. SVO ”must have the appropriate qualifications:
a) administrator:
- profile education in the field of software development and maintenance;
- professional skills on a personal computer;
- Professional administration skills for Microsoft Windows Server;
- Professional database administration skills of Microsoft SQL Server and Microsoft SQL Server Reporting Services;
- in-depth knowledge of information security principles;
- knowledge of the principles of operation of software systems such as CMS.
b) specialists of the SIAC of the Ministry of Education:
- basic skills of working on a personal computer with a graphical user interface (keyboard, mouse, window and application management, file system);
- basic skills of using web browsers;
- basic skills of using the package of office applications Microsoft Office;
- basic skills of using a standard mail program (setting up an account to connect to an existing email account, creating, sending and receiving e-mail);
- knowledge of the basics of information security.
c) specialists of higher education institutions and their branches:
- basic skills of working on a personal computer with a graphical user interface (keyboard, mouse, window and application management, file system);
- basic skills of using the package of office applications Microsoft Office;
- basic skills of using a standard mail program (setting up an account to connect to an existing email account, creating, sending and receiving e-mail);
knowledge of the basics of information security

AS “E-education. UVO ”is designed to operate on the following hardware platform:

- disk memory with a total volume of at least 320 Gb (RAID5);

System information support
The basis of information support AS “E-education. UVO ”will be the Information Repository intended for storing forms of regulated summary reports, classifiers and reference books of AS“ Electronic Education. UVO "documented information.
The information storage will be hosted on the Central server of AS “Electronic Education.” UVO ". Access to sensitive information on the server will have to comply with security requirements and information protection.
